PROBLEM TO BE SOLVED: To provide a charger capable of charging a plurality of kinds of battery packs at proper constant power and constant voltage at low cost. SOLUTION: The charger 101 identifies the kind of a battery pack 131 on the basis of a voltage unique to the battery pack 131 to be supplied to a terminal 129 for communication (D), and determines a charging power value so that the maximum charging current of the identified battery pack may be the maximum value of the charging current in the constant power charging. Then, trickle charging takes place until the charging voltage of the battery pack reaches a set value 1, and then, the constant power charging starts when the charging voltage reaches the set value 1. After that, the constant power charging takes place until the charging voltage reaches a set value 2.
