PROBLEM TO BE SOLVED: To provide a radio communication system or the like, which does not require position registration, each time a mobile terminal moves between cells, under a certain fixed condition. SOLUTION: The radio communication system for transferring a packet to a mobile terminal via any one of a plurality of access nodes comprises: a movement prediction information storage section 11 for storing a plurality of movement prediction information items relating time information and identification information of access nodes; a first transfer time storage section 14 for managing a first transfer time of the packet to each access node AR; and a destination access node determining section 16 for determining the destination access node AR of the packet, based on the plurality of movement prediction information items, the first transfer time, and the present time.
