PROBLEM TO BE SOLVED: To solve the problem that it is difficult to determine a timing for polishing or discarding a drill without any variation. SOLUTION: An image pick-up part 20 picks up the image of the cutting edge of the drill along a rotating shaft. A measuring part 34 measures shape information for a cutting edge region in the image picked up by the image pickup part 20. A storage part 36 holds reference data for the shape information for the cutting edge region of the drill in stages which reflect the frequency of polishing of the drill in its life cycle. A determining part 38 determines the condition of the cutting edge of the drill from the shape information measured by the measuring part 34. For example, by collating the shape information measured by the measuring part 34 with the reference data in stages, held by the storage part 36, the stage is specified to which the drill to be inspected corresponds.
