PROBLEM TO BE SOLVED: To provide a technique to agitate ground and weeds grown on the ground to inhibit the regeneration of weeds. SOLUTION: The apparatus is provided with a supporting member 12, a rotor 20 supported by the supporting member 12 in a manner rotatable around a rotary shaft 16a, a grass and soil agitation part 30 having a plurality of cord-like members 32 supported by the rotor 20 from nearly the same position of the outer circumference of the rotor 20 in the direction separating from the rotary shaft 16a, and a cover member 40 placed above the grass and soil agitation part 30 and the rotor 20 at a position contactable with each cord-like member 32 rotating by the rotation of the rotor 20.
