PROBLEM TO BE SOLVED: To provide an epoxy resin composition or the like with well-balanced uniform dispersibility and fluidity. SOLUTION: The epoxy resin composition comprises (A) an epoxy resin, (B) a phosphorus compound, (C) an inorganic filler, and (D) a hardener, in which (A') an oxazolidone ring-containing epoxy resin is contained as the component (A), the component (B) contains 1.4-3.6% by mass of phosphorus atom, and the content of the component (C) is 10-35% by mass.
