PROBLEM TO BE SOLVED: To provide an illuminating apparatus and an endoscope apparatus which credibly prevent a light source or a fluorescent member in an abnormal condition from illuminating a subject when such an abnormality in the light source or the fluorescent member is detected upon emitting illuminating light from the fluorescent member by irradiating the fluorescent member with excitation light from the light source. SOLUTION: The illuminating apparatus 1a comprises the light source 11 for emitting excitation light, a light source driving section 12 for supplying power to the light source 11, the fluorescent member 14 for emitting illuminating light in response to the excitation light, a light transmitting member 13 for introducing the excitation light to the fluorescent member 14, a light detecting means 20 for detecting a light volume of the excitation light or the illuminating light, a control section 6 for sensing whether the light volume is abnormal or not on the basis of the detection result of the light detecting means 20, and a regulating means 22 for keeping the light source 11 in such a condition that emission of excitation light is stopped when a light volume abnormality signal is outputted once from the control section 6.
