<p><P>PROBLEM TO BE SOLVED: To provide an operating device requiring only a small structural space. <P>SOLUTION: A first low-order unit and a second low-order unit are each formed as a self-completed module, and can be coupled to each other to form one structural unit by mechanical coupling.
