PROBLEM TO BE SOLVED: To improve the efficiency of reproducing a reproduction route represented by time in an Open-GOP structure. SOLUTION: An entry map (EP_map) indicates the position of a plurality of intra-pictures in a video stream in correspondence with the reproduction time (PTS_EP_start) of the intra-picture and a flag (is_angle_change_point) indicating whether each intra-picture is an intra-picture (IDR picture) aiming at refresh operation of decoding or an intra-picture (Non-IDR I picture) requiring reference of a picture preceding the decoding.
