PROBLEM TO BE SOLVED: To further automate digitizing operation of paper documents with high precision and high speed, in which demand is expected to increase in the future, without applying a large load to a user. SOLUTION: A document image is received from a user and an optimum OCR server matched with a user's input condition is more automatically selected from a plurality of OCR servers by using a previously measured evaluation value and a character recognition processing speed as indexes to perform character recognition processing.
