PROBLEM TO BE SOLVED: To attain low noise in a substrate, a magnetic recording medium, its manufacturing method and a magnetic storage device.

SOLUTION: The substrate for the perpendicular magnetic recording medium is made of a non-magnetic material and so formed as to have≤2.0°inclined angle of a surface cross sectional curve or≤0.15 nm surface shape in the range from surface roughness Ra having≤83 nm period to surface roughness Ra having≤30 nm period.
