PROBLEM TO BE SOLVED: To provide a charger and an image forming apparatus effectively adsorbing (breaking down) and eliminating VOC (Volatile Organic Compounds) including SVOC as well as VVOC. SOLUTION: The charger is provided with a shield case 22 arranged facing an image carrier and opened on the image carrier side and a discharge wire 23 hung inside the shield case 22.
