<P>PROBLEM TO BE SOLVED: To provide a method in which a urea supply system for a waste gas cleaning catalyst device of an internal combustion engine is brought into a fully prepared state, in a short time, when temperature is lower than the freezing point. <P>SOLUTION: The insert-heater 8 for dissolving liquid is provided in the urea supply system, and the insert-heater 8 comprises: at least one heating body arranged and installed in a housing 20; a plastic suction pipe 21, mounted on the housing 20 in order to be immersed in the liquid; and at least one of electrical connection wirings 22, 23 extending along the suction pipe 21, with the housing 20 as a starting point.
