PROBLEM TO BE SOLVED: To provide a developing roller designed such that a toner is made excellent in ability of flying from the developing roller to a photoreceptor even if the toner is made small diameter particles, a developing device having this developing roller, and an image forming apparatus having this developing device. SOLUTION: The developing roller includes: a cylindrical or columnar substrate 302; and a surface layer 303 formed on the peripheral face of the substrate 302 and containing metal 303a and several different kinds of fine particles 303b. Fine recesses and projections are formed on the face of the surface layer 303, which face is opposite to the substrate 302, by the fine particles 303b so that the toner T can be carried while the area of contact between them is reduced.
