PROBLEM TO BE SOLVED: To improve detection accuracy of a motion vector by correctly correcting erroneously detected motion vectors. SOLUTION: A motion vector detection part 12 detects motion vectors from the motion of pixels between frames of an input moving image. A motion vector correction part 14 divides the sizes of motion vectors into predetermined sizes beforehand, to, sets a plurality of correction groups 100 each of which is given a representative value of the motion vectors, and classifies the detected motion vectors into any of the correction groups according to the sizes and performs such a correction that the detected vector is replaced with the representative value of the classified motion vector of the correction groups.
