PROBLEM TO BE SOLVED: To provide a developing device having stable developing performance over a long period of time, and an image forming apparatus equipped with the developing device. SOLUTION: In the developing device, toner supply bias voltage is applied to a magnetic roller 73 by a toner supply bias voltage applying means 94 and a developing bias voltage is applied to a developing roller 72 by a developing bias voltage applying means 91, thereby shifting toner 81 in two-component developer 83 carried on the magnetic roller 73 to the surface of the developing roller 72, and further the toner 81 shifted to the developing roller 72 is made to fly to the surface of a photoreceptor drum 37, thereby developing an image. In the developing device, the absolute value of a difference between a first coefficient of variation in the number distribution of particle size of the toner 81 carried on the developing roller 72 and a second coefficient of variation in the number distribution of particle size of the toner 81 in the two-component developer 83 carried on the magnetic roller 73 is within 5%.
