PROBLEM TO BE SOLVED: To not use an accumulator when a fluid leaks from a brake system. SOLUTION: A circulating-flow control portion 104 circulates operating fluid from an accumulator to a reservoir immediately after an ignition switch is turned on and when that a pooling amount of the operating fluid pooled inside the reservoir becomes a threshold value or less is detected by a level switch 84. When the pooling amount of the operating fluid in the reservoir exceeds the threshold value before the operating fluid discharged from the accumulator reaches a predetermined amount, a control switching portion 108 continues a first operating mode for providing the operating fluid from the accumulator to a wheel cylinder, and after the predetermined amount of the operating fluid is dispensed, the control switching portion 108 switches to a second operating mode for providing the operating fluid from a master cylinder to the wheel cylinder.
