PROBLEM TO BE SOLVED: To provide a communication control unit and a communication control system that ensure that a port of a gateway CP under the control of a gateway IGD is registered in a system wherein VoIP gateway devices are connected in stages. SOLUTION: A gateway IGD2 having a relaying function between a WAN and a LAN where a plurality of gateways CP3a to CP3n are connected in stages has a port registration means of registering ports at registration requests for the ports including information on a predetermined port entry validity period and re-registration requests for the ports within the port entry validity period from the plurality of gateways CP3a to CP3n, and also has a port deleting means of deleting ports when the port entry validity period expires.
