PROBLEM TO BE SOLVED: To provide an aerodynamic noise reduction device, a fluid equipment, a moving vehicle, and a rotating equipment, which reduce aerodynamic noise under a wide range of conditions in response to various mechanisms of generating aerodynamic noise. SOLUTION: An aerodynamic noise reduction device 10 includes: a first electrode 21 embedded in a dielectric 20; a second electrode 22 also embedded in the dielectric 20, having the same distance as the first electrode 21 from a top surface of the dielectric 20, and spaced horizontally apart from the first electrode 21 relative to the top surface of the dielectric 20; and a discharge power source 24 for applying voltage between the electrodes 21 and 22 via a cable 23.
