PROBLEM TO BE SOLVED: To provide a permeating system suitable for permeating wastewater such as rainwater into a ground. SOLUTION: This storage permeating system 100a comprises a first structure 1 and a second structure 2. The first structure 1 comprises a concrete hollow first structure 10 having a plurality of side walls 11. The second structure 2 comprises a plurality of resin filling members 40 capable of forming cavities for storage by a plurality of panels with a large number of skeletons and/or a plurality of porous panels. The filling members 40 are arranged parallel to each other. At least one side wall 11 of the first structure 10 is opposed to at least a part of the filling members 40. At least one side wall 11 of the first structure 10 has a porous area 15 in which a plurality of openings 14 are so formed as to be dispersed in the vertical and lateral directions.
