PROBLEM TO BE SOLVED: To provide an optical waveguide device not having a thing that becomes disturbance to an optical path between a light emitting element and an optical waveguide, and to provide a production method therefor. SOLUTION: The light emitting element 5 is installed on the upper face of a first underclad layer 21; a second underclad layer 22 is formed on the upper face of the first underclad layer 21 in a state that the second underclad layer 22 covers the light emitting element 5; a core 3 for receiving emission light of the light emitting element 5 through the second underclad layer 22 is formed on the upper face of the second underclad layer 22, and the core 3 is positioned in a position wherein the emission light of the light emitting element 5 is received.
