PROBLEM TO BE SOLVED: To provide a wiring circuit board adapted to obviate electrical short-circuit caused by ion migration. SOLUTION: The wiring circuit board 100 is constituted of a base insulating layer 101 and wiring 1040. The wiring 1040 is made up of terminal sections 1041, formed on the upper-face side of the base insulating layer 101, copper-coat layers 104, formed inside through-holes 123 of the base insulating layer 101 and a wiring pattern 1042 on the lower face side of the base insulating layer 101. Protective coating layers 109 are provided on the upper-face side of the base insulating layer 101 so as to cover the terminal sections 1041 and the copper coat layers 104 inside the through-holes 123.
