PROBLEM TO BE SOLVED: To provide a bolt end processing device and a bolt end processing method capable of cutting or grinding the end part of a bolt while preventing chips from being spattered. SOLUTION: This portable bolt end processing device 10 for processing the end part of an installed bolt to a smooth surface comprises: an external sleeve 12 having an end part fittable onto a nut 2 tightened to the bolt 1 generally without a gap; a first cutter 13A rotatably fitted into the external sleeve 12 at a specified gap and cutting the end part 1a of the bolt 1; a second cutter 13B secured onto the first cutter 13A and chamfering the end outer peripheral surface 1a of the bolt 1; and a drive means 14 for rotating both cutters 13.
