A detecting element and a detecting device having high sensitivity, and a production method thereof are provided. The detecting element for detecting a target substance in a sample includes a substrate and a metal structure. The substrate has a pore in which the thickness direction of the substrate corresponds to the depth direction of the pore and in which part of the substrate forming the pore constitutes part of the outer surface of the substrate. The metal structure exists in the pore, and has a ring shape.
