PROBLEM TO BE SOLVED: To suppress deterioration of dispersion of non conductive particles and conductive particles at the time of molding an admixture of the non conductive particles and the conductive particles in a predetermined profile to manufacture a radio wave absorber, and by reason of this making it possible to avoid a deterioration of an electric wave absorbing performance resulting from the deterioration of such a dispersion. SOLUTION: As the non conductive particle and the conductive particle, the following non conductive particle of a particle diameter Dn and the following conductive particle of a particle diameter Dc should be used, wherein the particle diameter Dn is within a limit of±40% (Dna×[100%-40%]≤Dn, Dc≤Dna×[100%+40%]) of a mean particle diameter Dna of the non conductive particle, or the particle diameter Dc is within a limit of±40% (Dca×[100%-40%]≤Dn, Dc≤Dca×[100%+40%]) of a mean particle diameter Dca of the conductive particle.
