PROBLEM TO BE SOLVED: To reduce labor for utilizing a duplicate key by setting working conditions. SOLUTION: After the duplicate key is issued, the duplicate key can be made valid or invalid at any timing. Thus, there is no need for issuing a new duplicate key each time working conditions to be desirably set for the duplicate key are changed.
