<P>PROBLEM TO BE SOLVED: To provide a sun burn cell formation inhibitor for improving the resisting power of a skin cell itself against skin damage caused by ultraviolet light, and a composition for a sun care formulation containing the inhibitor. <P>SOLUTION: This sun burn cell formation inhibitor is characterized by containing at least ≥1 kind of an extract of a plant selected from the group consisting of Ampelopsis grossedentata, Aspalathus linearis, Hypericum erectum, Perilla frutescens, Ginkgo biloba, black tea, oolong tea, green tea, Potentilla tormentilla vulgaris, Hamamelis vernalis and Scutellaria baicalensis as an active ingredient.
