PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a high-quality image whose image density is very high by suppressing the occurrence of irregularities in a thin layer and soiling in the apparatus caused by scattering of developer. SOLUTION: The image forming apparatus includes a photoreceptor drum 61 on which an electrostatic latent image is formed, a developing roller 71 which is arranged to be opposed to the photoreceptor drum 61 and has a rotating sleeve including a fixed magnet, and a bristle cutting blade 74 regulates the thickness of a toner layer formed on the rotating sleeve, wherein the rotating directions of the photoreceptor drum 61 and the rotating sleeve are reverse to each other, and the bristle cutting blade 74 is arranged on a downside relative to a horizontal surface including the rotary shaft of the rotating sleeve so that an angleβformed by the rotary shaft of the rotating sleeve with a virtual surface P including the rotary shaft of the photoreceptor drum 61 may be≥30°and≤90°.
