PROBLEM TO BE SOLVED: To provide a non-chromium coating material composition, forming a coating film excellent in not only corrosion resistance of a general part of a galvanized steel plate but also corrosion resistance of a machined part or an end surface part thereof. SOLUTION: The coating material composition contains (A) a hydroxy group-containing coating film-forming resin, (B) a cross-linking agent and (C) a rust-preventive pigment mixture. To 100 parts by mass of the total solid component of the resin (A) and the cross-linking agent (B), the rust-preventive pigment mixture (C) is composed of (1) 3-50 parts by mass of at least one vanadium compound selected from vanadium pentoxide, calcium vanadate and magnesium vanadate; (2) 3-50 parts by mass of a metal silicate, the metal being selected from calcium, magnesium and zinc; and (3) 3-50 parts by mass of a metal hydrogen phosphate, the metal being selected from calcium, magnesium, zinc and aluminum, and the quantity of the rust-preventive pigment mixture (C) is 10-150 parts by mass.
