PROBLEM TO BE SOLVED: To provide a composition for bleaching or dyeing the hair, having reduced irritating smell of ammonia, facilitating the coating on the hair, hardly causing dripping, and having excellent temporal stability. SOLUTION: The composition for bleaching or dyeing the hair to be used by mixing the first agent containing an alkali agent and the second agent containing an oxidizer comprises in the first agent the following components (A) to (E), and is regulated so that the ratio (B1)/(B2) of the mass (B1) of compounds having <10 HLB (by Griffin equation) to the mass (B2) of compounds having≥10 HLB in the component (B) of the first agent may be 0.1-1, and the mass ratio (D)/(C) of the component (D) to the component (C) in the first agent may be 0.05-1: (A)≥1 mass% ammonia; (B) a nonionic surfactant; (C) a 10-19C linear aliphatic alcohol; (D) a 20-25C linear aliphatic alcohol; and (E) a hydrocarbon oil.
