PROBLEM TO BE SOLVED: To find a fraudulent action in an early stage, to prevent the increase of damages by fraudulence and to suppress the fraudulent action by quickly and surely reporting the abnormality of a game machine. SOLUTION: The abnormality detector 110 detects identification information intrinsic to the game machine M from a non-contact IC tag using an antenna disposed within the prescribed range of the non-contact IC tag provided on the game machine M, determines the propriety of the identification information on the basis of the identification information and set information set beforehand in relation to the game machine M, and transmits abnormality information indicating the abnormality of the game machine M to a monitoring device 120 which monitors the fraudulent action to the game machine M when determining that the identification information is improper. A communication state with the monitoring device 120 is detected, and when the communication state is an uncommunicable state, abnormality information is held. Then, when the communication state is restored to a communicable state from the uncommunicable state, the held abnormality information is transmitted to the monitoring device 120.
