PROBLEM TO BE SOLVED: To provide a traffic jam prediction apparatus, a traffic jam prediction method and a computer program, wherein even when the end time of an event is changed from scheduled end time, traffic jam can be predicted correspondingly to the changed end time and traffic jam can be more accurately predicted. SOLUTION: When detecting that the traffic of cellular phones 3 is increased by a prescribed amount and more in an area where the execution of an event is scheduled, the end of the event is detected and traffic jam around an event hall which may be generated due to the end of the event is predicted by using a traffic jam prediction table previously prepared on the basis of past traffic jam history.
