PROBLEM TO BE SOLVED: To provide a needle valve capable of restraining noises, and a refrigerating cycle device having the needle valve. SOLUTION: This needle valve 1 comprises a valve box 10 and a valve body 30. A valve seat 22 with a valve port 12 formed is installed to the valve box 10. The valve body 30 contacts and separates from the valve seat 22, so as to change an opening degree. A flow rate adjusting part 33 of the valve body 30 is formed in a tapered shape. The valve port 12 comprises an inlet sealing part 12a, a port part 12b, and an outlet part 12c. The inlet seal part 12a and the port part 12b are gradually reduced as they are separated from a surface 22a of the valve seat 22. In a cross section passing through the axis of the valve body 30, when an angle formed by outer surfaces of the flow rate adjusting part 33 is represented byαand an angle formed by inner surfaces of the port part 12b is represented byβ,β≤α≤β+10 degrees is satisfied.
