PROBLEM TO BE SOLVED: To provide an exhaust heat recovery device effectively heating liquid to be heated even if an exhaust gas temperature is relatively low, and to provide its method. SOLUTION: The exhaust heat recovery device comprises: a heating part 33 heating and gasifying liquid refrigerant Wr by exhaust heat of exhaust gas; a condensing part 37 condensing refrigerant Ws gasified by the heating part 33 by heat exchange; and a heating promoting part 35 which is disposed on a refrigerant passage between the heating part 33 and the condensing part 37, and in which heat accumulating material 36 is disposed to be in contact with the gasified refrigerant Ws. Heat generation reaction is performed between the heat storage material 36 and the gasified refrigerant Ws to increase a temperature of the gasified refrigerant Ws fed to the condensing part 37, and the heat exchange between the liquid Wc to be heated and the gasified refrigerant Ws which passed through the heating promoting part 35 and of which the temperature is increased, in the condensing part 37.
