A method for RF(radio frequency) inlay layer is provided to improve a necessary manufacturing process by using coated antenna with a heat adhesive. In a method for RF(radio frequency) inlay layer which is contactless or contact/contactless, an antenna coil(22) coated with the heat-adhesiveness adhesive is used and a pattern of the loop antenna coil in inlay sheets(20, 21) made of thermoplastic material and inflammable material. The bottom of the inlay sheet is formed by synthetic resins made of thermoplastic material and inflammable material and the antenna coil is buried between the bottom of the inlay layer and top inlay sheet. Especially, the inlay layer is formed by burying an antenna coil with direct heating of the heater.
