The present invention provides a method that can be used to determine a variable threshold that is used to indicate when a mobile terminal should initiate a handover from a first mobile network to a second mobile network. Conventionally, if a radio signal parameter, such as RSSI, falls below a threshold value then a handover will be made. In the present invention, a handover manager assesses the performance of the network and if it is adequate then the threshold value at which a handover is to' be performed is decreased.
