A construction apparatus and a construction method is provided to be used effectively for the construction of a prefabricated building and a symmetrical concrete structure, and to have an economic effect on the manpower, cost and time required for construction, the supply and demand, etc. A construction apparatus for constructing a building comprises a steel-frame structure(100) opened at the bottom to penetrate a building, a hoist(200) installed to the steel-frame structure to carry materials, panels, etc. horizontally against the steel-frame structure, a vertical movement unit(300) installed to the steel-frame structure to ascend, descend and fix the steel-frame structure against the building, and a horizontal movement unit installed to the steel-frame structure to move horizontally and fix the steel-frame structure against the building.
