A tiltable or fixable seat is provided to easily fix or tilt the seat according to the selection of a user, and a chair having the tiltable or fixable seat is provided. A tiltable or fixable seat comprises: a shaft(100) having a curved groove part(110) formed on a top portion thereof; a tilting unit(200) which has a curved groove part formed on a bottom portion thereof correspondingly to the curved groove part(110), and in which a tilting space(230) is formed to restrain an upper portion of the shaft; a base plate(300) which is connected to a bottom face of the tilting unit through elastic springs(310), and which has a through hole(320) formed in a central portion thereof to pass a lower portion of the shaft through the through hole; a fixing unit(400) fixing a lower portion of the shaft; and a lifting unit(500) supporting a bottom portion of the base plate to lift or lower the base plate through lifting units(510).
