The device has a set of lamps sending a parallel rays on photoelectric cells (20, 29, 29') respectively, after reflection on mirrors (22, 22', 31, 31'). Carts (69-70) are slid on rails (T) by an action of a cable (P) connected to the carts by a hollow block (C). The hollow block is connected to the carts by a rod (p) inside the hollow block and a spring (R), where the circulation of the carts changes from a propeller function to a braking function of a revolving toroidal motor by the action of an electromagnet (B) powered by an alternator outside a battery circuit.
