PROBLEM TO BE SOLVED: To provide a rotating electrical machine enhancing quietness at a low cost and increasing heat radiation effect and to provide an electric power steering device using the power steering device. SOLUTION: In the rotating electrical machine (electric motor) having a rotor and a stator in a housing 50, a sound absorbing material 51 is provided on the outer surface of the housing 50. The sound absorbing material 51 may be positioned in an area narrower than the axial dimension of a stator core.
