PROBLEM TO BE SOLVED: To suitably control the reception level of a reception signal by OFDMA not through transmission power control. SOLUTION: A base station 12 which communicates with a mobile station by an OFDMA system includes a reception gain determination unit 42 which determines a gain for a reception signal, an AGC amplifier 24 which controls the reception level of the reception signal according to the gain determined by the reception gain determination unit 42, an RSSI detector 32 which detects RSSIs, indicative of the reception level controlled by the AGC amplifier 24, by sub-channels, and an RSSI decision unit 40 which acquires demodulation ranges, indicative of the range of the reception level needed to demodulate the reception signal, by the sub-channels and also decides whether each RSSI detected by the RSSI detector 32 is within a demodulation range. The reception gain determination unit 42 determines the gain based upon the maximum RSSI among the RSSIs detected by the RSSI detector 32 and the demodulation range of the sub-channel where the maximum RSSI is detected.
