PROBLEM TO BE SOLVED: To provide a rescuing device with an operation monitoring function for monitoring the operation of an operator by a camera in a confined place, and for quickly performing the discovery and notification of an accident and a rescuing operation. SOLUTION: This rescuing device with an operation monitoring function is provided with a monitoring camera for photographing a worker; an abnormality decision part for deciding that any abnormality is generated in the operator, when it is determined that the operation of the worker stops for a predetermined time or longer, based on the image data acquired from the monitor camera, and for outputting an abnormality generation signal; and a winding winch for winding a winding rope whose edge is fixed to the operator, in accordance with the abnormality generation signal of the abnormality decision part.
