PROBLEM TO BE SOLVED: To provide a method for manufacturing a multi-step index type optical waveguide, a method that excels in multi-product production without increasing load in investment of facilities, and also to provide an optical waveguide obtained by this method. SOLUTION: A base material 300 is brought into close contact with a mold 600 for a second-layer core in a manner that a center core 410 is enclosed in the concavity 620 and situated in the inside center of the concavity 620. Then, a setting resin for the second-layer core is dripped or infused in a through hole 660 and sucked under a reduced pressure from a through hole 680 of the other end, with the setting resin for the second-layer core charged in the concavity 620 of the mold 600 for the second-layer core. When the setting resin for the second-layer core is cured, with the mold 600 released, a second-layer core layer 420 is formed around the center core 410 on the base material layer 320 of the second-layer core. The second-layer core layer 420 is a layer having the same refractive index as the base material layer 320 of the second-layer core. Thus, the second-layer core 720 is formed which comprises the second-layer core base material layer 320 and the second-layer core layer 420 through the foregoing processes and which contains the center core 410.
