PROBLEM TO BE SOLVED: To efficiently and promptly call a plurality of extension telephones which form one reception group and are connected to a plurality of telephone exchanges with fine correspondence to equipartition. SOLUTION: An extension number of a telephone 3-1 constituting one reception group ACDG 1 by all the exchanges 1M, 1S in a system 10 is registered in advance, the prompt transmission of information is achieved by a signal system unique to a VPN by connecting each exchange to a VPN 2 using an IP network by an exclusive line to promptly notify all the exchange of information about the login/logout of the registered exchange telephones via the VPN by a broadcasting function in each login/logout. Consequently, each exchanger always grasps an exchange telephone to which call termination is attainable, sets a prescribed distribution order to make efficient equipartition possible.
