PROBLEM TO BE SOLVED: To provide a fixing device capable of shortening the warmup time of a heat roller by enhancing heat insulating property between base material and a planar heating element, while taking space saving into consideration. SOLUTION: In the fixing device 11 equipped with the heat roller 12, the heat roller is equipped with the base material 21 formed into a cylindrical shape, and the planar heating element 22 stuck to the outer surface of the base material via a heat insulating layer 26 to be integrated therewith. The heat-insulating layer includes an air layer 26a, made of heat resistant material and constituted of many linear minute spaces in which air is accumulated in its thickness, and the linear minute space is formed extending over both ends, in the longitudinal direction of the base material.
