<P>PROBLEM TO BE SOLVED: To provide an IC card system capable of restricting the frequency of addition/deletion of application to/from a multi-application IC card. <P>SOLUTION: An issue terminal 1 is provided with an execution frequency acquisition means 11 acquiring an execution frequency of application addition/deletion in an IC card 2 from the IC card 2, a permission frequency acquisition means 10 acquiring a permission frequency of the application addition/deletion to the IC card 2 from a database 13, and an issue permission means 12 comparing the acquired execution frequency and permission frequency with each other before adding/deleting the application to/from the IC card 2, determining permission for application addition/deletion to the IC card 2, and updating the execution frequency after adding/deleting the application in the IC card 2. <P>COPYRIGHT: (C)2009,JPO&INPIT |
