PROBLEM TO BE SOLVED: To achieve edge detection which is robust with respect to sharpness characteristics of input image, with less computational amount. SOLUTION: A region extraction part 201 extracts a region from which a telop is to be detected in an image and divides the region into sub-blocks suitable for the detection of the telop. The sub-block edge detection part 202 calculates the horizontal mean value and vertical mean value of the supplied sub-blocks, and detects the horizontal and vertical edge strength of the sub-blocks, on the basis of the maximum value and minimum value of the plurality of mean values in the horizontal direction and the maximum value and minimum value of the plurality of mean values in the vertical direction. A telop region detection part 203 decides whether each of the plurality of sub-blocks is the sub-clock, including the telop on the basis of the data configured of a plurality of sub-blocks whose horizontal and vertical edge strength have been detected, respectively.
