PROBLEM TO BE SOLVED: To provide a heat roller capable of surely securing electrical conduction between a planar heating element, formed on the outer circumferential surface of base material and an annular electrode member for supplying power to the planar heating element, using a simple constitution, and to provide a fixing device equipped with the heat roller. SOLUTION: The heat roller 12 is equipped with the base material 21, comprising a hollow cylinder with an electrical insulating outer circumferential surface, the planar heating element 22 formed on the outer circumferential surface of the base material and having conductive surfaces 22a on the outer circumferential surface at both ends, the annular electrode member 24 attached to the conductive surface so as to supply power to the planar heating element, and a roller shaft member 25. The roller shaft member is fit to apertures 21a, at both ends of the base material to extend and open both ends of the base material in the outside-diameter direction, in such a state that the annular electrode member is attached to the conductive surface.
