A metal-resin complex body manufacturing method arranging the inside member to the desired position and a metal-resin composite including the inside member arranged in the desired position are provided. A metal-resin composite(1) manufacturing method comprises: a coating step being performed after one or more stage while at least a part of the outer circumference of the hollow or the solid metal first member(2) being coated with the poly vinyl alcohol and non-foamed ash(4); an arrangement step arranging the first member inside the hollow metal material second member; and a heating step foaming the poly vinyl alcohol between the second member and the first member by heating an assembly of the second member in which the first member coated with the poly vinyl alcohol and non-foamed ash is arranged in the state that the axis of the second member(5) and the first member is extended in the horizontal direction.
