<P>PROBLEM TO BE SOLVED: To provide a download system and a download method by which content such as moving image advertisement is viewed in required timing in real time. <P>SOLUTION: In a mobile communication center 4, being in the range information about a user and congestion degree information about degrees for each time of communication are collected for each of different communication systems, distribution areas and distribution timing are determined based on the being in the range information and the congestion degree information and an instruction showing that the content from an advertisement distribution server 6 is downloaded to a portable terminal 1 is performed to communication systems according to the distribution areas and the distribution timing.
