<P>PROBLEM TO BE SOLVED: To provide a system for controlling the distribution or use of digital works. <P>SOLUTION: The system comprises a detachable repository storing digital works and use rights, and the repository includes a storage means for storing the digital works and use rights, and a communication interface enabling safe and reliable communications with the other repository. The other repository makes an access request for a predetermined use or distribution to digital works in a requester operation mode, receives an access request to digital works in a server operation mode, and determines whether the access request is permitted or rejected based on whether the access right related to the access request is attached to the digital work to be accessed or not.
